Marijuana Legalization in Colorado: Early Findings
Jack K. Reed (au)
In 2013, following the passage of Amendment 64 which allows for the retail sale and possession of marijuana, the Colorado General Assembly enacted Senate Bill 13-283, which mandated this study of the impacts of Amendment 64, particularly as these relate to law enforcement activities. The information presented here should be considered pre-commercialization, baseline data because much of the information is available only through 2014. Recognizing the challenges involved in interpreting this data, the findings are summarized with regard to impacts on: (1) public safety: law enforcement, traffic accidents, out-of-state diversion, crime, marijuana transfer using parcel services, outdoor marijuana cultivation, money laundering, organized crime, schools, and children and minors; and (2) public health: emergency room visits and poison control; and health effects of marijuana. Figures. This is a print on demand report.
