The Affordable Care Act (ACA) established health insurance exchanges (äó¯marketplacesäó¯) to allow individuals and small businesses to shop for health insurance in all 50 States and D.C. Individuals have been enrolled in qualified health plans through the HealthCare.gov Web site. Each State may have an individual marketplace and a Small Business Health Options Program marketplace. The problems that consumers experienced during the troubled launch of the Federal marketplace raised concerns about the Department of Health and Human Servicesäó» (HHSäó») oversight of the contractors involved in its development, implementation, and operation.
