Refundable tax credits (RTCs) are policy tools available to encourage certain behavior, such as entering the workforce or attending college. This report reviewed the design and administration of three large RTCs -- the Earned Income Tax Credit (EITC), the American Opportunity Tax Credit (AOTC), and the Additional Child Tax Credit (ACTC). The ACTC is sometimes combined with its nonrefundable counterpart, the Child Tax Credit. This report describes RTC claimants and how the Internal Revenue Service (IRS) administers the RTCs. It also assesses the extent to which IRS addresses RTC noncompliance reviews proposed changes to the RTCs. Includes recommendationsl. Tables and figures. This is a print on demand report.
