Brick-and-mortar charter schools are self-managed publicly funded schools authorized by local school districts; cyber charter schools in Pennsylvania are authorized by the State Department of Education. The Pennsylvania Auditor General recently held a series of five public meetings to explore ways to improve the accountability, effectiveness, and transparency of charter schools and cyber charter schools. To help supplement information learned through hundreds of school audits, he wanted to hear from a wide cross-section of experts and advocates, including representatives of school districts, charter schools, educational associations, business and industry groups and citizen organizations. This report outlines the Auditor Generalńˇ╗s recommendations based on these recent meetings, as well as findings from the hundreds of school district and charter school audits conducted every year.
