This report reviews the September 11-12, 2012, terrorist attacks against two U.S. facilities in Benghazi, Libya. This review by the Senate Select Committee on Intelligence ("SSCI" or "the Committee") focuses primarily on the analysis by and actions of the Intelligence Community (IC) leading up to, during, and immediately following the attacks. The report also addresses other issues about the attacks as they relate to the Departments of Defense (DoD) and State (State). The Committee began its initial review of the September 11, 2012, terrorist attacks against the U.S facilities in Benghazi, Libya, on September 13, 2012, which transitioned into a formal review several weeks later. This report and its findings and recommendations are based upon the extensive work conducted by Committee Members and staff during this review, including hearings, briefings, and meetings (which included interviews of U.S. personnel on the ground during the attacks).
