DHS Inolvement in OCDEF Operation Fast and Furious

In Dec. 2009, Dept. of Homeland Security (DHS) Investigations Arizona personnel learned that the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) was investigating a suspected international weapons smuggling ring. However, DHS Investigations Arizona personnel did not inform U.S. Immigration and Customs Enforcement (ICE) headquarters about ATFäó»s investigative methodology while the operation was underway. DHS had minimal involvement in the Organized Crime and Drug Enforcement Task Force (OCDETF) Operation Fast and Furious. This review determined that senior DHS officials in Wash., DC had no awareness of the methodology used by the task force to investigate Operation Fast and Furious until media reports were published in March 2011. As a result of the Operation, weapons were smuggled to Mexican drug trafficking organizations. Similarly, ICE headquarters officials did not learn about the methodology until Dec. 2010, when the operation was almost over. This report contains recommendations for improving ICE.
