The Dept. of Defense (DOD) has long been challenged in modernizing its business systems. In 1995, GAO designated DOD's business systems modernization program as high risk because of its vulnerability to fraud, waste, abuse, and mismanagement, and because of missed opportunities to achieve greater efficiencies; and GAO continues to designate it as such today. GAO has also reported that significant potential exists for identifying and avoiding costs associated with duplicative functionality across DOD business system investments, which includes approx. 2,100 systems and costs DOD billions of dollars each year. This report assesses DODäó»s report on actions taken relative to its business modernization efforts.
