Tax expenditures are provisions, such as special credits and deductions, that reduce taxpayers' tax liability. If well designed andimplemented, tax expenditures can provide incentives for taxpayers to engage in particular activities or adjust for their ability to paytaxes. However, tax expenditures represent a substantial financial commitment -- if Department of the Treasury estimates are summed, an estimated $1 trillion in revenue was forgone for fiscal year 2011.
