Every four years since 1965, the president directs a complete review of the principles and concepts of the compensation system for members of the uniformed services. This is the 11th Quadriennial Review of Military Compensation (QRMC). It recommends granting the Defense Department (DOD) authority to modify incentive pay for more military members. The reviews directors developed a model to help determine the effect of incentive pay on staffing and the cost to the Defense budget. Each military service has its own process for incentive pay, and the review recommends that DOD conduct more quantitative analyses. The review also notes that there is a misaligned tax code in DODs compensation structure for combat compensation.
