This study developed & tested a series of patient classification systems for MR based on the Functional Independence Measure (FIM) of disability. The definitive system, referred to as FIM-Function Related Groups (FIM-FRGs), was developed using 85,447 discharges & explains more than 30% of variation in length of stay. The FIM-FRG system would encourage the timely discharge of patients & thus provide incentives for cost containment. The system, however, would not necessarily reinforce high quality care.
