Report of the 1994-1996 Advisory Council on Social Security: Volume 1: Findings & Recommendations
Edward M.Gramlich, Robert M. Ball, George Kourpias & Joan T. Bok. The Council looked particularly at the long-term financing of Social Security. While the Council has not found any short-term financing problems with the Old-Age, Survivors, & Disability program, there are serious problems in the long run. Because of the time required for workers to prepare for their retirement, & the greater fairness of gradual changes, even long-run problems require attention in the near term. Four areas of concern were identified: long-term balance, long-term balance beyond the 75-year horizon, contribution/benefit ratios, & public confidence.
