The U.S. trade balance with our NAFTA partners switched from a negative $127 million in 1995 to a positive $66 million in 1996, with the balance going positive for Mexico & negative for Canada. The first two years of NAFTA indicate that the road to full trade integration between the NAFTA partners has not been & will not be smooth or straight. Long-term benefits from NAFTA for the U.S. are still expected, but economic conditions & other factors could delay these benefits.
