On March 10, 1994, the Export-Import Bank of the U.S. approved a decision to guarantee a loan of $317 million for the work performed by Westinghouse Electric Corp. on the Temelin nuclear power plant, a Soviet-designed reactor, in the Czech Republic. This report provides information on the reasons for the Bank’s loan guarantee; the actions the Bank took to ensure the soundness of the project, including the project’s safety; & issues involving the U.S. government’s potential liability in case of a nuclear accident as a result of the loan guarantee.
