Worker Protection: Laborís Efforts to Enforce Protections for Day Laborers Could Benefit from Better Data & Guidance
Robert E. Robertson, Lori Rectanus, & Monika Gomez. Day laborers (DL) are individuals who generally work for different employers & get paid on a daily basis. They may congregate on street corners & wait for employers to offer them work. Little is actually known about these DL or their working conditions. DL may be used for the most hazardous work but not paid appropriate wages or provided safe working conditions. This report determines what is known about the DL workforce & identifies the factors that affect laborís ability to enforce the protections afforded DL under certain labor laws. The Labor Dept. should obtain better info. about the presence of DL or violations experienced by DL, & provide guidance to its local offices to ensure more consistent enforcement of protections for DL.
