Community Prosecution in Washington, D.C. Relations Program: The U.S. Attorney’s Fifth District Pilot Project
Barbara Boland. U.S. Attorneys for D.C. have worked to respond to neighborhood public safety complaints, which often focus on neighborhood quality-of-life (QOL) complaints that intensified with the rise in street drug crime & associated problems of public order in the mid 1980s. A unique feature of the 5th District Pilot Project in D.C. was the assignment of trial attorneys to each police beat in that district who prosecuted serious cases involving drugs & violence & to address QOL concerns. This study: documents what the attorneys actually did; identifies & characterizes activities that appeared both effective & different from traditional practice; & suggests ways to assess the value of these activities.
