The report focuses primarily on the three environmental infrastructure areas: water, wastewater, & solid waste. Analyses were conducted at 5 key sister cities: San Diego-Tijuana, El Paso-Ciudad Juarez, Brownsville-Matamoros, Calexico-Mexicali, & Douglas-Agua Prieta.
