Casino owners are betting they can take more money from Phila. than they invest. Foxwoods’ Mashantucket Pequot Tribal Nation from Connecticut, and SugarHouse investor Neil Bluhm from Chicago, are exporting dollars out of Phila. They are causing lost jobs and wages, reduced sales, and the cannibalization of local businesses. This report looks at the benefits of casinos to the city budget and compares them with the hidden costs. Many of the hidden costs are not immediately apparent because they are dispersed among city and state agencies, most notably the social costs, such as gambling addicts, the need for more police troopers, and costs of courts trials and rehabilitation. In sum, the report estimates a total loss of $52 million per year for the City.
