In the 1990s, states sued tobacco companies (TC) to obtain reimbursement for health impairments caused by the publicís use of tobacco. In 1998, 4 of the nationís largest TC signed a Master Settlement Agreement (MSA) to make annual pay. to 46 states in perpetuity as reimbursement for past tobacco-related health care costs.
