The essential facts of the Loma Prieta earthquake in Calif. (0004 [GMT] Oct. 18, 1989; M=6.9) are well known. A modest seismic disturbance for the San Francisco Bay area, this earthquake resulted in more than $6 billion in property damage, 62 deaths, 3,757 reported injuries, and more than 12,000 people displaced from their housing. This article discusses how the earthquake preparedness and response undertaken by communities at both the state and local levels averted even larger losses in lives and dollars, and how the rest of the country can learn from them. For ex., concern for the safety of relief workers coping with the I-880 disaster led to a system providing real-time warning of incoming aftershock ground motion, the first such deployment in the U.S.
