The Marshall Plan for Europe following World War II encouraged a change in mindset and approach and introduced procedures to foster “habits of cooperation” among the countries participating in it. In 2001 a project was undertaken to identify obstacles to regional cooperation in the Balkans and ways to overcome them. A task force from the region included officials, academic experts, students, representatives of NGOs, the news media, local governments, and other institutions from the former Republic of Yugoslavia, the new countries of former Yugoslavia, and many neighboring countries. This group has made recommendations on how to facilitate and expedite the reconnection of Serbia with its neighbors in Southeastern Europe.
