Rulemaking on Solvent-Contaminated Industrial Wipes: Evaluation Report

Evaluates the process for developing the EPAís 2003 proposed rule for solvent-contaminated industrial wipes (IW). IW are used to wipe down machinery, floors, & other surfaces. On Nov. 20, 2003, EPA proposed a rule to exclude: (a) disposable IW contam. with haz. solvents from the def. of haz. waste; & (b) reusable IW (such as rags) contam. with haz. solvents & sent for laundering from the def. of solid waste. This review found that EPA met all legal & internal require. for rulemaking when it developed the IW proposed rule, & that EPA did not exclude any rep. in the indíl. laundry ind., disposable wipes ind., & others, from the rulemaking process. The influence of ind. was not illegal or inconsistent with EPAís standard bus. practice of obtaining input from stakehold.
