Examines the FY 2006 approp. acts & the Pres. accompanying signing statements (SS) to identify the provisions (prov.) in the acts to which the Pres. took exception & to determine how the Pres. executed those prov. It also examines how the fed. courts have treated SS in their published opinions. In 11 SS, the Pres. singled out 160 prov. from the FY 2006 approp. acts. 19 of these prov. were examined to determine whether the agencies responsible for their execution carried out the prov. as written. Of these 19 prov., 10 prov. were executed as written, 6 were not, & 3 were not triggered & so there was no agency action to examine. Fed. courts cite or refer to SS infreq. & only in rare instances have relied on them as authoritative interpretations of the law. Ill.
