Overseas Contingency Operations: Reported Obligations for the Department of Defense

Since 2001, Congress has provided the Dept. of Defense (DoD) with $888 billion in supplemental and annual approp., as of June 2009, for Overseas Contingency Oper. (OCO). DoD's annual oblig. for OCO have shown a steady increase from $0.2 billion in FY 2001 to $162 billion in FY 2008. For FY 2009 OCO, Congress provided DoD with $65.9 billion plus another $80 approp. A total of $59.6 billion has been obligated through the second quarter of FY 2009. This report contains an analysis of DoD's reported oblig. for overseas contingencies through March 2009. This report assessed: (1) DoD's cumulative approp. and reported oblig. for military operations in support of overseas contingencies; and (2) DoD's FY 2009 oblig. from Oct. 2008 through Mar. 2009.
