In Oct. 1981 the Administration announced its plan to modernize all parts of the U.S. strategic deterrent. From then until 1987, when this study was written, the Admin. substantially completed one wave of procurement of strategic offensive, encompassing all legs of the triad: land-based & sea-based intercontinental ballistic missiles plus long-range bombers. Plans for a second wave of procurement were under way & could well cost more than the first. This study analyzes the effects of the Admin. plan for modernizing the strategic offensive forces & discusses alternatives that would reduce costs. Charts & tables.
