In 2002, the Pres. & Sec. of Defense called for the creation of the U.S. Strategic Command (USSTRATCOM) to anticipate & counter global threats. Currently, USSTRATCOM has responsibility for 7 mission areas including nuclear deterrence & integrated missile defense. This report determines the extent to which USSTRATCOM has made progress in: (1) implementing its new missions & assessing mission results; & (2) defining organizational responsibilities & establishing relationships with other Dept. of Defense (DoD) commands & organizations.
