In 1956, Congress estab. the Judgment Fund (JF), a permanent, indefinite approp. to pay judgments against fed. agencies that are not otherwise provided for by other approp. The reimburse. of the No FEAR Act was intended to make agencies accountable for their violations of employ. discrim. and whistleblower protection laws brought against the agencies. This review: determines in how many cases pay. were made from the JF for judgments, settlements, or awards resulting from EEO and whistleblower protection complaints, and contract disputes; determines in how many cases and to what extent agencies made reimburse. to the JF; and obtain agency official and stakeholder views of the effects of the requirement to reimburse the JF.
