In 1991 the DoJ sued 9 coll. & univ. (C&U), alleging that they had restrained compet. by making collective financial aid determin. for students accepted to more than one of these schools. Against the backdrop of this litigation, Congress enacted a temp. exemption from antitrust laws for C&U in 1992. The exemption allows limited collab. re: financial aid practices with the goal of promoting equal access to educ. This report examined: how many C&U used the exemption & what joint practices they implemented; trends in costs & institutional grant aid at C&U using the exemption; how expected family contrib. at C&U using the exemption compare to those at similar C&U not using the exemption; & the effects of the exemption on afford. & enroll.
