The EPA’s Office of Inspector General conducted this review to determine whether the EPA’s program & regional offices performed environmental justice reviews of their programs, policies, & activities as required by Exec. Order 12898, & whether they needed additional guidance. Environmental justice reviews seek to identify & address disproportionately high & adverse human health or environmental effects on minority & low-income populations. The 1994 Exec. Order 12898, “Fed. Action to Address Environmental Justice in Minority Populations & Low-Income Populations,” directs agencies to make environmental justice part of their mission by reviewing the effects of their programs on minority & low-income populations.
