Describes the socio-political conditions that led to the creation of organizations whose purpose is to smooth Japan’s transition into the space industrialization age. The Space Technology Research and Development Group of Japan is presented as an example of such an organization. During the past-World War II era, the Japanese have been very successful at importing technology, refining and adapting it to produce highly salable export items. Japan came to recognize that its position as a technological leader depends on expanding the basic store of scientific information. Japan identified the commercialization of space as a high payoff technological area.
