Significant management challenges exist for the Dept. of Homeland Security (DHS) as it continues to integrate its varied mgmt. processes, policies, and systems in areas such as financial mgmt. and info. tech. These activities are primarily led by the Under Secretary for Mgmt. (USM), department mgmt. chiefs,` and mgmt. chiefs in DHS's seven components. This testimony summarizes a report that examined: (1) the extent to which DHS has developed a comprehensive strategy for mgmt. integration; (2) how DHS is implementing mgmt. integration; and (3) the extent to which the USM is holding the department and component mgmt. chiefs accountable for implementing mgmt. integration through reporting relationships.
