Between 1994 & 2001, the Office of Community Oriented Policing Serv. (COPS) provided more than $7 billion in grants to state & local communities to hire police officers & promote community policing as an effective strategy to prevent crime. Studies of the impact of the grants on crime have been inconclusive. This report analyzed survey data on policing practices that were reportedly implemented & reviewed studies of policing practices. This report assessed: how COPS oblig. were dist. & how much was spent; the extent to which COPS expend. contributed to increases in the number of police officers & declines in crime nationwide; & the extent to which COPS grants during the 1990s were assoc. with policing practices that crime lit. indicates could be effective.
