On Jan. 8, 2002, Pres. Bush signed the landmark “No Child Left Behind Act (NCLB)” into law. It was designed to end the “soft bigotry of low expectations” so that “all students will have a better chance to learn, to excel, & to live out their dreams.” Academic standards would be set by states, schools would be held accountable for results, & the fed. gov’t. would support both with increased resources & flexibility. The law’s ultimate goal was steady academic gains until all students can read & do math at or above grade level, closing for good the nation’s achievement gap between disadvantaged & minority students & their peers. This report by Sec. of Ed. Spellings provides a blueprint & policy proposals for building on the success of NCLB to strengthen it.
