Fellows Prog. & the Student Career Experience Prog., the FCIP was estab. to enable agencies to generate a steady stream of high-potential individuals for possible conversion to permanent appointment. This report takes an early look at the FCIP to evaluate whether it has helped agencies meet their workforce needs & whether it has been implemented in accordance with the merit principles. It is based on personnel data for career interns hired from FY2001-04, & survey data from career interns & their supervisors. Illus.
