Quality Pre-Kindergarten programs can help a cityńˇ╗s progress by making sure that all children, regardless of race, ethnic or socioeconomic backgrounds, are ready to succeed in school. In 2015, Philadelphians voted overwhelmingly (80%) to create the Philadelphia Commission on Universal Pre-Kindergarten, charged with proposing a universal Pre-K program that provides quality, affordable, and accessible services to 3- and 4-year-olds throughout the city. The Commission was tasked with providing recommendations for sustainable funding for Pre-K that does not reduce existing K-12 funding. Building on its research, hearings, interviews, and surveys, the Commission issued this report with 17 recommendations. Figures. This is a print on demand report.
