In FY 2014, the U.S. Agency for International Development (USAID) awarded about $1.3 billion for emergency and development food aid under Title II of the Food for Peace Act. USAIDäó»s implementing partners may provide conditional food aid -- food in exchange for beneficiariesäó» participation in activities intended to support development. Questions have arisen about whether the dual goals of addressing both immediate and long-term needs may compromise the ability to achieve either goal.
