In 2014, the Dept. of Veterans Affairs (VA) Office of Inspector Gen. (OIG) began receiving a number of allegations through the VA OIG Hotline of mismanagement at the Philadelphia, PA, VA Regional Office (VARO). Allegations included management not treating staff fairly or with respect; inappropriate reprisals against staff raising issues; äóģcooking the booksäó¯ -- data manipulation and taking actions that inappropriately reduced workload backlogs, mail mismanagement, and the potential processing of duplicate payments; and concerns affecting veteransäó» claims processing activities to include VAO management, and the management of the Veteran Service Center (VSC), Pension Management Center, and Call Centers. This is the report of a comprehensive review at the Philadelphia VARO begun on June 19, 2014. It concludes that there is an immediate need to improve the operation and management of this VARO and it includes recommendations to facilitate addressing the needed improvements. Figures.
