Review of State Department Messaging and Archive Retrieval Toolset and Record Email

The Dept. of State (State) and its employees need official records for many purposes, especially because Foreign Service officers rotate into new positions every 2 or 3 years. Federal law requires depts., agencies, and their employees to create records of their more significant actions and to preserve records according to Governmentwide standards. In 2009, the State Messaging and Archive Retrieval Toolset (SMART) was created for the preservation of emails as official records. This review found that (1) State employees have not received adequate training or guidance on their responsibilities for using that system to preserve ńˇýrecord emailsńˇŁ; (2) Record email usage varies widely across bureaus and missions and State needs to exercise central oversight; (3) Some employees do not create record emails because they do not want to make the email available or fear that this would inhibit debate about pending decisions; (4) System designers need more understanding and knowledge of the needs of their customers to make the system more useful.
