Review of Controls for Protecting Nonpublic Information at the Federal Energy Regulatory Commission (FERC): Inspection Report

The Fed. Energy Regulatory Comm. (FERC), an independent agency within the Dept. of Energy (DOE), regulates the reliability of the Nationńˇ╗s bulk electric grid. The FERC staff collaborates with other Federal agencies, state agencies and the energy industry to identify and mitigate physical vulnerabilities and risks to the Nationńˇ╗s electric grid. In 2013, FERC staff initiated an analysis of the electric grid which identified, in part, critical substations. They also developed PowerPoint and other types of presentations, including failure simulations, depicting a potentially devastating impact on the grid. In Feb. 2014, highly sensitive internal information regarding the electric grid analysis was mentioned by national media and attributed to a former FERC Chairman. This is the report of a review initiated to determine whether FERC had adequate controls for protecting nonpublic information. It concludes that FERCńˇ╗s controls, processes and procedures for protecting nonpublic information were severely lacking. This is a print on demand report.
