This quarterly report for April 30, 2014 on the status of the U.S. reconstruction effort in Afghanistan summarizes the Special Inspector General for Afghanistan Reconstructionäó»s (SIGARäó»s) oversight work and updates developments in the major sectors of Afghanistanäó»s reconstruction effort from April 1 to June 30, 2014. It also discusses whether the reconstruction is sustainable. During this period, SIGAR identified a number of problems, including a lack of accountability, failures of planning, construction deficiencies, and other threats to health and safety. This report was issued just after Afghanistanäó»s runoff election and U.S. Secretary of State John F. Kerry brokered an agreement between the two candidates to conduct an audit of all 8.1 million ballots cast and to form a government of national unity once the winner is declared.
