Congressional report summarizing a Senate bipartisan investigation into problems with how the Internal Revenue Service (IRS) has processed applications for tax exempt status under Section 501(c)(4) of the tax code. On May 10, 2013, the IRS apologized for having used the phrase, Tea Party, to identify 501(c)(4) applications filed by organizations involved with campaign activities and then subjecting those applications to heightened scrutiny. That apology triggered a firestorm of criticism of the IRS centered on a concern that the IRS might have shown political bias in selecting groups for review. An audit report by the Treasury Inspector Gen. for Tax Admin. (TIGTA) intensified that criticism by reporting that the IRS had used inappropriate criteria in selecting applications for review.
