The people of the U.S. will be forever indebted to Dwight D. Eisenhower for his service as Supreme Commander of the Allied Forces in Europe during World War II and his leadership as the 34th President. Recognizing that äóģan appropriate memorial should be created to perpetuate [Eisenhoweräó»s] memory and contributions to the U.S.,äó¯ Congress authorized development of the Dwight D. Eisenhower Memorial on October 25, 1999. This oversight report examined the activities of the Dwight D. Eisenhower Memorial Commission, the unprecedented process used to select the proposed memorialäó»s design, the winning designäó»s repeated failure to satisfy all legal requirements, and the unanticipated costs and delays due to controversial elements of the selected design, among other topics. While there is no question President and General Eisenhower is worthy of a memorial honoring his tremendous accomplishments, this report has identified significant questions that undermine the viability of the current design and the Memorial Commissionäó»s ability to see a memorial to completion.
