Security Clearances: Tax Debts Owed by DOD Employees and Contractors

Over 5.1 million federal employees and contractors hold -- or are eligible to hold -- a security clearance. Security-clearance adjudicators must conduct thorough vulnerability assessments of security-clearance applicants as these clearances may allow government personnel to gain access to classified information that, through unauthorized disclosure, can in some cases cause grave damage to U.S. national security. This includes an applicant's financial position and relevant tax-debt information. Federal regulations state that an individual who is financially overextended is at risk of engaging in illegal acts to generate funds. This report focused on Dept. of Defense (DOD) military and civilian employees and contractors in DOD's Joint Personnel Adjudication System (JPAS), which is DOD's system of record for security clearances. It identifies the number of individuals with unpaid federal taxes, if any, who are in DOD's JPAS security-clearance database and the magnitude of any unpaid federal tax debt.
