Audit of the Bureau of International Narcotics and Law Enforcement Affairs Corrections System Support Program in Afghanistan

In 2006, the Dept. of State (State), Bureau of International Narcotics and Law Enforcement Affairs (INL), established the Corrections System Support Program (CSSP) to assist the Government of the Islamic Republic of Afghanistan (GIRoA) in building a safe, secure, and humane prison system that meets international standards and Afghan cultural requirements. INL focuses on providing the General Directorate of Prisons and Detention Centers (GDPDC) with training, mentoring, and professional assistance. CSSP will continue through 2016, with several major CSSP initiatives scheduled to transition to the Afghan government between 2013 and 2015. As of June 5, 2013, State obligated $226 million and expended about $208 million for CSSP to provide training, capacity building, and infrastructure support to the GDPDC. This audit was conducted to evaluate whether INL was effectively managing CSSP and to determine whether GIRoA could sustain the programäó»s results. Sensitive but unclassified report. Tables.
