Performance Audit of Oversight for Private Property Demolitions in Philadelphia
Alan Butkovitz (ed)
Performance audit of the Philadelphia, PA, Department of Licenses and Inspectionsńˇ╗ (L&I) oversight of private property demolitions since the tragic June 5, 2013 building collapse at 2136 Market Street. The objectives were to ascertain the extent of work performed for the demolition inspections that L&I asserted were performed in the week after the collapse and to determine the adequacy of L&Ińˇ╗s newly adopted regulations and procedures for private demolitions and its compliance with these new standards. This audit also includes an evaluation of L&Ińˇ╗s computer system controls over private demolitions. It found no documentation for almost half of the inspections claimed to have been conducted in the week following the June 5, 2013, fatal building collapse. Figures and tables. This is a print on demand report.
