Corruption directly threatens the viability and legitimacy of the Afghan state. This study was initiated by General Dunford, Commander, US Forces Afghanistan, through General Austin, Commander, US Central Command, in March 2013. It examines counter/anti-corruption (CAC) operational challenges and provides recommendations to inform planning, operations, and decision-making for the final stages of Operation ENDURING FREEDOM, the follow-on mission, and to capture best practices for future doctrine. The Joint and Coalition Operational Analysis (JCOA) partnered with the Joint Center for International Security Force Assistance (JCISFA) to complete the study; together, the JCOA/JCISFA team conducted 66 interviews and reviewed more than 500 documents pertaining to corruption in Afghanistan. The study teams findings and recommendations are reported in this volume. Figures. This is a print on demand report.
