Farm Programs: Changes Are Needed to Eligibility Requirements for Being Actively Involved in Farming

From 2009 through 2012, agricultural producers participating in U.S. Dept. of Agriculture (USDA) farm programs collectively received an average of approx. $5.2 billion per year in total payments for which being actively engaged in farming is a requirement. These payments went to producers, both individuals and entities, such as partnerships, corporations, and trusts Agricultural producers receive about $5 billion annually in farm program payments for which being actively engaged in farming is required by the Farm Program Payments Integrity Act. This report reviewed USDAńˇ╗s Farm Service Agencyńˇ╗s (FSAńˇ╗s) processes for implementing actively engaged in farming regulations to determine payment eligibility. It examines, among other things: (1) FSAńˇ╗s compliance reviews of farming operation membersńˇ╗ claimed contributions of active personal management and personal labor; and (2) FSA state officesńˇ╗ timeliness in completing and reporting compliance reviews and their results.
