After the Deepwater Horizon oil spill on April 20, 2010, British Petroleum (BP) began paying compensation to individuals and businesses affected by the spill. BPäó»s monetary damages were limited to $75 million for losses to private parties, but BP also agreed with the U.S. Dept.of Justice (DOJ) to establish a $20 billion trust to pay claims of individuals and businesses affected by the oil spill. BP created and funded the Gulf Coast Claims Facility (GCCF). On March 2, 2012, BP reached a settlement agreement with plaintiffs in a class action lawsuit. On March 8, 2012, the Court ordered that the current GCCF claims process transition to a new court-authorized claims process defined by the settlement. That order replaced the GCCF with the Deepwater Horizon Economic & Real Property Claims Center (DHECC), which started receiving claims on June 4, 2012. On July 2, 2013, the Hon. Carl J. Barbier, U.S. District Judge for the Eastern District of Louisiana, appointed former FBI Director Louis J. Freeh to: (1) Perform an independent external investigation into the resignation of Lionel H. Sutton, III, a staff attorney working for the Deepwater Horizon Court Supervised Settlement Program (CSSP); (2) Conduct fact-finding as to any other possible ethical violations or other misconduct within the CSSP; (3) Examine and evaluate the internal compliance program and anti-corruption controls within the CSSP, and make recommendations to ensure its integrity. This report contains findings relative to mandates one and two. Figures. This is a print on demand report.
