Illicit cross-border tunnels along the southwest border of the U.S. represent a significant threat to border security. Criminals primarily use the tunnels to transport illegal narcotics into the U.S. Since 1990, law enforcement officials have discovered more than 140 tunnels that have breached the U.S. border, with an 80% increase in tunnel activity occurring since 2008. This report examined whether U.S. Customs and Border Protection (CBP) has developed an operational strategy to detect and remediate cross-border tunnels, and has acquired tunnel detection technology. CBP is creating a program to address capability gaps in countering the cross-border tunnel threat, and plans to establish a Program Management Office to provide leadership, strategy, and organization to the Department-wide counter-tunnel efforts. This report contains recommendations to enhance the overall effectiveness of counter-tunnel efforts. Figures. This is a print on demand report.
