N.Y. City Police Commissioner Raymond W. Kelly appointed the Crime Reporting Review Comm. (the äóìComm.äó) to determine whether the N.Y. Police Dept.äó»s (NYPDäó»s) internal-auditing and quality-control processes are sufficient to ensure the accuracy of the NYPDäó»s crime-statistics reporting system, commonly known as äóìCompStat.äó The Comm.äó»s review focused primarily on audits conducted from 2009 through 2011 and documentation and other information from 2009 through 2012. This report describes the NYPDäó»s crime-reporting and CompStat auditing processes. It sets forth the Comm.äó»s observations and conclusions concerning strengths and weaknesses in the CompStat auditing process. Finally, the Comm. has made recommendations informally throughout the review process that have been favorably considered by the NYPD, and this report provides further specific recommendations for the NYPD to consider implementing in order to improve the CompStat processes.
