Representative Payees -- persons who are appointed by Social Security Administration (SSA) staff to manage Social Security benefits for those unable to do so for themselves -- play an important role in ensuring that beneficiary needs are met. In fiscal year 2012, about 5.9 million payees managed $72 billion in annual benefits for nearly 8.4 million beneficiaries, a number that is likely to grow as the population ages.
